The Board of the Council consists of a Chairman and 16 members drawn from the NUJ, NGE, NPAN, BON, News Agency of Nigeria, the Federal Ministry of Information and National Orientation, Journalism Training Institutions and the General Public. The Board works through four Committees namely: Complaints Committee; Research and Documentation Committee; Rights and Privileges Committee and Registration and Disciplinary Committee.
The Board was reconstituted in September 1999 by the Federal Government but was not inaugurated due to the disagreement over certain provisions of the Nigerian Press Council (Amendment) Decree No. 60 of 1999, particularly the additional powers to monitor the press (Section 3) and documentation of newspapers [Sections 26 (A – F)].
